Batumi of course. Kutaisi is like half of Batumi now in terms of population.
the obvious answer is batumi for financial reasons. it used to be kutaisi, I mean if Tbilisi wasn’t an option the capital would be kutaisi for sure even today but only for geographic reasons, nothing else really
