This doesn’t look like an oil-spill but algae. If you are in doubt call the authorities and have them check it out
Hmm, are those definitely oil spills? Spots like that show up year-round afaik
That looks like the famous blue-green algae that prevents the swim section of the Ironman each year. I don’t see anything that screams oil spill.
