Built before Torx were a thing. X-heads was the best option for that time
I’m not working with boats but one huge benefit of Phillips over torx is that it cams out with too much torque so it’s harder to damage whatever you’re screwing in to. Most people’s issues with Phillips heads come from using the wrong size screwdriver which is very easy to do, and will most likely damage the screw at higher torque. This looks like fragile interior trim that doesn’t get exposed to elements, so a perfect use case for Phillips I think.
Ferry windows also get damaged frequently. Waves, bird strikes, random debris. Every tool box on a ferry has a phillips head in it.
Old tradition. Even new ferries use these philips head screws. These screws don’t hold the window in place though. They only hold the metal bezel to the frame. The window itself is glues in place.
