The good thing is, we’re exporters of electricity in the summer thanks to ice melting + solar. So we could use that surplus for cooling without a negative carbon impact, and continue to build up solar to compensate

They need to primarily set a maximum indoor summer temperature, as minimum winter temperatures are currently regulated. Permitting should be fast tracked for outdoor compressors approved for use in Switzerland (as Solar is fast tracked now). Using a fast tracked process for approved units could get out of the need for an individual noise study for an installation.

Since 1980s, Switzerland heat related deaths decreased, meaning Switzerland measures are quite efficient and on track with the climate change. Let’s wait next year to compare the aftermath of 2026 heatwave with the 2003 one.

AC will be the only solution for people in apartments unless someone comes up with a miracle method to make buildings not retain the heat. So the sooner we start thinking about how to power them, the better.
The problem is more about legal hurdles.
Heating takes more energy and needs electrification. This means summer will continue to have electric overcapacity.

No, Switzerland is not prepared. It lives in the past and stubbornly refuses to acknowledge the new reality and the need for cooling.
There’s an article about newly built “Pflegeheim” in Aarau. It’s Minergie Eco. They have better insulation, automatic shades and an active air flow with guaranteed temperatures between 24 and 25. No air conditioning, but “District cooling” ([Fernkälte](https://de.wikipedia.org/wiki/Fernk%C3%A4lte)).
So I’m no expert and don’t know about how useful Minergie Eco or District cooling are. But it seems like a step in the right direction. The question is, is the step large enough or will we need to adapt even more in 10 or 20 years?

Of course we are not prepared, it will take 40 years for Switzerland to prepare itself:
First the governments have to start allowing ACs to be installed without all the current hassles. This will take 20 years (think of it like allowing women to vote or same-sex marriage, which took ages in this country). Getting rid of green ideology that ACs are bad takes time. We probably need a few more 1000 dead people from heat waves for the green ideology to be washed away.
Then, once ACs are allowed, the entire housing stock, schools, offices, elderly homes will slowly be retrofitted with ACs. This will take another 20 years.
So we have two warmer periods of 6 days and you already see us burn in hell?
