It’s an [garden allottment](https://en.m.wikipedia.org/wiki/Allotment_(gardening)). You can rent/buy them if you don’t have your own garden. They come with a pretty strict set of rules and no, you can’t live in them.

Basically a place to “get away” from it all. Munich has a lot of them. my relatives had one outside of Ismaning along the Isar canal.
