Azerbaijan doesn’t have to participate in events like this which, let’s be honest, are mainly for image, and do not provide Armenia with the same advantages as arms deals, loans/investments and/or joint military training/exercises – nor do they serve as a guarantee or assurance that such engagement is forthcoming – and yet, the former maintains satisfactory relations with Russia, Iran and the West. They’re even holding joint military exercises with Iran, and I haven’t seen any comment from the US.
I guess oil and gas is the cheat code in international relations.
