For clarity: Simple Language initiatives are primary for people with intellectual disabilities, who e.g. have biological limitations that make complex embedded sentences or long words very taxing to process in the brain.
Like many accessibility offers, they have secondary benefits even for other groups, but they are not the primary audience. Simple Language choices will not always be helpful to foreign language learners, because this is not the point, though. And it will look very weird to advanced and native spreakers because, again, they are not the target audience.
