It’s not about people from Luxembourg it’s about people coming into Germany through Luxembourg.
They are not specifically doing controls at the Luxembourgish border. They’re doing it for all nine border countries. Exempting Luxembourg doesn’t make sense as people who wanted to avoid the border controls could then just travel through Lux.
