O don’t think they “didn’t do anything”. It might well have been a problem with teaching of a new driver about the particularities regarding people work baby prams. I also don’t think the baby was endangered. Babies here are often left outside, to sleep or even when parents go inside shops. But if they recognise the ticket shouldn’t have been paid, I find it surprising they’re not refunding it.
