This is a Luftwaffe Porcelain Saucer. Marked with the Luftwaffe Eagle. Fl.U.V. stands for Flieger-Unterkunfts-Verwaltung. The manufacturer is Bauscher Weiden, made in 1941.

Personal anecdote: Family needed building plans of a house build just before the war for a new insurance contract. All the plans are neatly stamped with “eagle with symbol”.
Bauscher is still in business. Almost all other brands went out of business in the early 90s.
Weiden is a town of 40,000 in the Nort-East of Bavaria.
