Hungary and Serbia signed, but Armenia didn’t. Weird
Only civilized countries signed the Peace Summit communique, some less civilized countries attended and obviously uncivilized countries didn’t attend at all (not including Taiwan).

– Ukrainian-level sovereignty: we know what it’s worth because it’s our show (yellow)
– Ukrainian-level sovereignty: what’s in it for us, maybe it would be better to wait and see (orange)
– Ukrainian-level sovereignty: we don’t like the existing order so we’re gonna seek the change through any means necessary (non-attendees)
