Probably 10 years ago in China.
Sorry to tell you this but this isn’t an actual thing in most parts of Germany.
This one is particularly gaudy though.

Most likely it’s a cheap tourist souvenir made in China to be sold to American tourist who think that Germans use “Beersteins”.

I disagree with most comments here.
It _is_ quite old.
The biggest hint is that “ß”: it is written in a style that hints at the origin of that letter. It use to be two letters combined, “s” and a letter which looks similar to an “f” but is pronounced “s”. The term “eszet” refers to that.
The second hint is the “th” and other spelling oddities. If I remember correctly, those fit pre-1905 writing.
Please check the bottom for marks, and also hold the bottom against a bright light.
