Ciao, brava gente. Mi sono trasferito di recente in un appartamento e vedo questo nella mia camera da letto, sono la prima volta in Finlandia. Serve per la ventilazione o per una sorta di ventola di scarico?

It is ventilation and usually it is always on. There is probably a switch above your stove that can control the speed, but never to zero.
That is a “tuloilmaventtiili” ie. vent for incoming air.
Depending on the way the apartment ventilation is set up, there might or might not be a way to slightly adjust the flow from a control panel. Most of the time, there isn’t any way for apartment occupants to control it.
If you feel like the flow of air isn’t what it’s supposed to be, contact the housing manager / management company (isännöitsijä) or the property maintenance company (huoltoyhtiö) and tell them what your problem is.
