Generally is parking on the shoulder only allowed if it is a hard shoulder. Parking on a grass verge (Grünstreifen) is generally forbidden (at least 55€ penalty; if it is a green area you may also be charged between 1.000 to 25.000€, depending on where you violated that rule – Munich is for example 25k)
Parking on a insufficiently surfaced shoulder may apply here (which is at least 35€), as the bit your car stands on does not seem to be sufficiently surfaced. It may even count as a grass verge … without knowing the full situation.
