It is accessible, and yes it is busy there on a good sunny day even if it’s a bit chilly. Lots of teenagers and couples chilling there evenings/afternoons. Not necessarily by a lot, but you are never alone on the pagoda.
The same thing stands in Berlaar near Lier, and nobody will be around.
