
Perché a così tanti appartamenti è vietato raggiungere i 28c? Misura per risparmiare sui costi? Sento che la temperatura consigliata di ~ 21 ° C all’interno non è sufficiente. Ma potrei essere solo io, dato che sono piuttosto magro.

It is actually more than enough. I have 19 in my house. It’s better for overall health.
Because our apartments are designed to preserve heat.
Cost saving. Also over 25 degrees is unhealthy.
28C is excessive. At that sort of temperature you’re inviting health issues too, not to mention that some appliances, eg: fridges, start to have a hard time dumping heat too – expect pump/cooling failures (we have indirect experience of this)
Also, to keep that kind of temperature you’re going to have to start restricting air flow in the apartment too, this in turn gives rise to mould.
21 C is ideal
28 degrees is just a massive waste of energy. Put a jumper on.
The natural equilibrium temperature (without clothes) of a human being is 28 °C. At that temperature you neither lose nor gain heat. It would not make sense to design for *active* heating. If you feel cold at normal room temperature (21-25 °C) despite being dressed, you should check your diet and/or health.
