I hope you are a tourist. Otherwise, how the f did you obtain your driving license?
You can park 3 hrs **with** a ticket (applies from Monday to Friday, 8 am to 6 pm). Outside those hours, you can park without a ticket. If you have a parking permit for BA, HO or ME, then you can park up to 24hrs.
The red parking meter means you have to pay for parking to get the conditions described. Ie you can buy a ticket for up to 3hrs.
Handy hint… just don’t bother – the price of fines combined with the chances of actually getting a fine is far lower than the cost of parking. Treat it like a reverse lottery – most of the time you win occasionally you lose.
