Very good. Recruiting this kind of people would be at least a PR disaster.
Headlines like “Ukraine recruits rapists because they are desperate!!” would show up.
During the VietNam war I talked with a Marine vet that was given a choice by a judge to either serve 5 years in prison for car theft or a tour in the military. As he said he choice wrong and ended up in Khe Sanh during the seige. He was laughing about it now and glad that he didn’t have a record. So using prisoners of non violent crimes for the mlitary isn’t exactly new or unique
