They need a domestically produced SRBM. Making the rocket motors is fairly easy. The warhead isn’t that hard either. The guidance package is the difficult part, and that can come from any country with that level of sophistication. A SCUD-D would have been perfect, and the U.S. “helped” them get rid of them in 2011.
