Reif = Hoop
A good wine barrel also gets old without a hoop.
This is probably meaning that the drinker is the barrel who gets old without needing a hoop like a actual wine barrel.
Perhaps that’s all it means. Case and point. But I don’t want to dismiss any idiomatic wisdom that might come from it besides it’s obvious practical meaning. If the artists making this building felt like it was worth painting and staying for hundreds of years, then maybe there’s more to it than what meets the eye.
I think you could also read it as „Ein gutes Weinfass wird auch gut ohne Reif(e).“
Which would be translated as „ a good wine barrel also gets old without getting mature“
Like the best people can get old while having their inner child.
