What does technical surrounded even mean? Either it is surrounded or its not. If the picture is accurate there is a long way to surrounding it there is even another village in the way to surrounding it so yeah there is that…
If I where ruzzia I would just walk on foot through the fields to that next village and hitch I ride from there…

This will hopefully have a larger impact on the front line to the south by exposing their right flank and/or rear. Theoretically it could destabilize Russia’s entire line there, but it’s kinda unlikely Ukraine has the available forces to be able to roll up an area that size while maintaining their current holdings
