You mean the Russian army uses a third-party civilian app for communications? That is the joke of the century.
How would it upend anything if Telegram has a succession plan in place? It’s not like the CEO is a deadman switch or anything.
Whilst likely not the primary objective of Durov’s arrest maybe worth to consider maximising damage to Russian army at this stage.
