Not sure about your specific provider. Usually one is for the last year (and stays constant until overwritten with 2024 figures) and one is for the current period. So it would mean that from Jan till now the previous tenant used 119 heat units. You can either check online with techem, which one is the right one or, check (if you are still heating) which number changes.
Usually, they show three numbers:
“n….” -> serial number of the heating cost distributor (you’ll find this in your techem billing later)
with pencil -> reference date consumption (last reading for billing, e.g. 31.12.)
just a number -> current consumption (this will go up after a while when you turn the heating on)

So if yours show 119 with pencil, 335 without, then the current billing period is 335 units. If you move into the appartment now, the 335 should be billed to the previous tenant. By the end of the year, the cost distributor may show e.g. 800 units – then the difference (465) will be your part.
The heating costs may be calculated at 50-70 per cent based on your personal heating behaviour, the rest based on the proportionate heating requirement for the whole house (see rental agreement).
