The box in which the shades are rolled up is probably not isolated. That’s a pretty common thing in older houses and you lose a lot of heat through there.
You can open it and isolate it yourself, search for “Rolladenkasten isolieren” . You might need to repaint that area, depending on how easy it is to open the box
