Could you please report it to aba@aba.government.bg ? Just attach the original email and add subject: Spam report That should be sufficient for them to track the affected system.

What email provider is that, doesnt look like gmail?
Normally this would be flagged as spam or probably even deleted before it even reaches your inbox.
