      Not much will happen. Hungary is penalised economically, they lose their right to vote in the Council, but they will never pay the fine in any way. And there is no exclusion mechanism in Article 7 of the TEU.

      What the EU needs is for states to be subject to EU law: the primacy of EU law is the raison d’être of this organisation. If the case of Hungary has not been resolved, it is because there is a flaw in the system that needs to be addressed as a matter of urgency.
