There is no good reason why eurobonds are needed for this. Everyone is able to increase spending on defense if they really want to.

Provocative question: I find it strange to give the EU Defence Commission to a country that has no military industry. What specifically does it command? It was better to give that role to Germany, France, Spain or Italy. Open to your opinioni!
