The word ‘illegal’ is ambiguous, as it can concern both penal law as civil law.

Under the Dutch Civil Law bullying already is illegal as it’s a form of tort (‘onrechtmatige daad’), whether it’s physical or verbal. Which means a civil court is allowed to place a penalty (‘dwangsom’) on the parents of a child that bullies others in case the bullying resumes.
