An Irish bar with a map of Scotland?!?
It’s the Starry Plough. It represents all Irish socialists. They flew it from the top of the Clerys building during the Easter Rising in 1916. There is a modern version which is blue.

I see the flag but not the Flagstaff!
It’s a plough. I’ve only ever seen flags that just show the constellation though. Never the actual plough.
