I don’t know if it’s a language interpretation issue or cultural difference, but no self respecting western power would go around calling a wartime strategy a “victory plan”. It sounds really… presumptive.. to English speakers, and is kind of loaded in Soviet and dictatorial naming conventions. Wish they would pivot on its name
