Se prendo un traghetto da Tallinn a Helsinki con il mio cane, sarò obbligato a mettere il cane nel trasportino quando esco dal terminal (sì, non sul traghetto)? Posso tenere il cane al guinzaglio (magari con museruola)? Ci saranno controlli doganali?

I can’t say with 100% certainty about Tallinn, but I’ve taken the ferry to Stockholm with my dog several times, and this was not required.
You don’t have to declare the dog at the customs, but you might have your dog’s pet passport checked, and you have to have the rabies vaccination in order. Finland also requires an echinococcosis prophylaxis administered by a vet 1-5 days before travel and marked on the passport.
