I have a similar handle and the central position is what keeps it locked, in a way that you can’t unlock it from the outside. The other two positions at approx 10 and 2 o’clock keep it open.
You need to turn the locking knob clockwise or anti-clockwise to unlock the door as it’s on locked position now. It won’t open from the handle.
At least that’s the case with my door which looks identical with this one.
It’s broken. Call maintenance company monday morning. It’s outer door so it’s housing companys “property” so costs of fixing it goes to them. Those fuckers, when broken, are pain in the ass to open some times.
