For outsiders: Hungarian universities were kept up by the state in the form of direct subsidies. Orbán changed this model by converting them to a foundation, each controlled by several of his cronies appointed for life.

I’m already angry with Orbán and as far as I can tell my age group is the same way.

The problem is that the EU does not care about Hungary or what goes on in their universities, this is just a measure to punish Orban / FIDESZ.
E.g. Hungary does not accept any degrees (including academic ones such as a Ph.D.) issued outside Hungary.
There is some “nostrification” process where they MAY issue a Hungarian degree based on having fufilled the requirements elsewhere, but it is like getting a degree from a university or program you did not attend.
It has always been like that (not just under the current government), yet the EU essentially kept ignoring it (instead of telling them to clean up their act).
This alone creates a situation where Hungarians can’t just shop around and pick a university in another country since there is no guarantee their credentials will be recognized back home.
Excluding Hungarian universities from EU programs will just screw the students, and further isolate them. It does nothing to make the government change their act since there is no free market situation (students can’t just avoid those institutions and take their business elsewhere if they hope to work in Hungary later).
