Iirc the story was something along this. In the medival ages the city of zug had a treaty (i dont remember why) with the people of ägeri that the ägeri citizens have to pay a monthly fee to keep the cicled area (called alpli). The fee had to be paid every month on a specific date and before the city gates of zug would close for the night. When zug wanted to gain control of the area, they sent someone to get the Money courier drunk, before he could reach the city gates. Hence now the alpli belongs to zug.

Eh, exclaves are pretty common anywhere in the world. Lausanne has a pretty decent sized exclave to the north-west, Vernand.
