The Minks Group should be abolished only upon establishment of peace.
The Constitution should be changed only as a matter of the peace agreement, so that the parties must ratify the agreement and its terms automatically come into effect upon the change of constitution, to prevent further conditions.
Armenia could well change the constitution, and Azerbaijan can still refuse to ratify it unless ratification is the pre-condition of commencing the process to amend the Constitution.
