Politicians handle those phone calls.
It’s like if someone tries to steal your garden gnome and you run out and chase them off and realize they left their dirt bike in your driveway. No need to call the police or try to find the guy. He will likely come back, hat in hand asking to please have his bike back, or you just got a nifty new bike.
