Individually it would be a mixed bag, but collectively it is an extremely clear attempt to shut down and control dissent. A punishment for not obeying lawful instructions of law enforcement makes sense, but tie that with a law that said law enforcement cannot be charged for unlawful actions in dealing with a protest and it doesn’t look so good.
