How should we know?
I believe games sold under “Green Pepper” (which was basically a label for bargain bin PC games, sold cheaply years after their original release) didn’t usually have manuals.
That is a bargain bin version… so at least unlikely… I have had a Pirate game from Novitas and I have never found it again… It was not even under its name…
And no it was not Tortuga, nor Sid Meier’s
I had this as a child and there was no manual.
