There is a phone number. You call it and ask about it.
A) Is this addressed to you personally or to the owner of your house?
B) A writ of execution is the last resort, you must‘ve received dozens of letters before that.
Anyhow if you have never owned a house in Germany, it wouldn‘t hurt to do the obvious, which is to contact the person on this writ. Mistakes happen, civil servants are humans like you and I that make mistakes.

It’s not a Mahnung, it’s worse. It’s the announcement of a foreclosure.
You should immediately talk with the city office that you don’t have any property to pay ground tax for and that you’re the wrong adressee. Otherwise you need to see a lawyer or the court will send the bailiff.
Call the official number from your city website and check if the number etc is correct

Why are you posting this here? There is a phone. Call it. Say you are not the owner. Ask why they’re sending it to you. If you’re registered in the Grundbuch as owner, then cool, get a copy, pay 880, sell the place. Great deal!
If you ignore this the Gerichtsvollzieher will potentially pay you a visit and try to seize valuable items from your appartment. Also your funds will be confiscated to pay off the debt. The Gerichtsvollzieher can also ask for a Vermögensauskunft which will make your Schufa Score plummet.
Zwangsvollstreckung is the last straw. Either you got a lot of mail before which you ignored or they really fucked up.
Either way: even wrong administrative acts become enforceable after the period for objection is up. The period is up, which is why they can enforce the act now. So I’d recommend you call them asap and try to solve it. Involving a lawyer in case they don’t seem very helpful, might not be overdoing it. In that case get yourself a lawyer for Verwaltungsrecht.
Also: never ignore mail from the authorities, ever.
Did you ignore this issue until now? This is like a last warning type of letter. You must’ve gotten a lot of them regarding this issue before.

Call the number of the Amt that is listed there, BUT get the number from the net. This might be a fraud.

Wouldn’t all things related to property tax come from the local Finanzamt and not the Mayor’s Office anyway? And even if the case was already moved to Repo, wouldn’t the letter be a bit more formal. Also, what I can discern of the Bank’s name sounds fishy, too.
OP, I’d suggest calling the Mayor’s office. Cross-check the number on the letter with Google to make sure it’s authentic (First numbers should be identical, with only the last 2 to 4 deviating). Call the number, state the Buchungszeichen and just ask them what this is supposed to be about.
Look up where the letter supposedly comes from and find the legit number on the website (majors office of the village?).
If it’s a scam, the number on the letter would obviously be “in” on it, and of course tell you to pay immediately, putting even more pressure on you probably.
Then figure out with them why you got this letter, as it would mean you are on official record owning some kind of land.

The first sentence of the legal information at the end (“Hinweise”) is worded very strangely and grammatically incorrect.
The IBAN of treasury of Rathenow ends with 46, but the IBAN in this document ends with 8:

Also, the content is rather minimal and simply not sufficient for a legal document.
Also strange: They say they already started procedures to collect the money, but they *also* ask you to pay within a week- which would be the content of a Mahnung.
Call them. Worst case: They made a mistake.

If the bank institute is Deutsche Kreditbank or Deutsche Bank it is probably a fake. I doubt any state/town payments will go to a private banking institute.
Call your city office **via a number from the internet!**
The data for the bank transfer looks, from what I see, a bit sus. Usually, they write the name of the owner of the account there too.
Furthermore, there is one mistake in the legal citation and a somewhat mistake. The last citation “§ 93 b AO” is wrong. It has to be “§ 93b AO”. You don’t but a space, when it’s a later inserted paragraph. The paragraph’s name is 93b not 93 and then litera b.
And the other thing. If you use abbreviations in citations, you follow them till the end. Here, they said “§ 93 **Abs.** 9” but then “**Satz 1** AO”. It should have been either Absatz 9 Satz 1 or Abs. 9 S. 1
If its on your name I‘d pay it. Then affirm its your property and legally take action to assume any documents related to it. /s
Probably scam, don’t pay unless you have verified this with the Gemeinde (also verify the phone number using an independent source, e.g. their website).

You ignored several letters from the Finanzamt and your City before.
The key issue was that the Finanzamt requested you to fill out a property tax return and you did not respond. You can’t just simply ignore a request because you don’t own any property. You have to tell the Finanzamt you don’t own the property (call them and ask if your rental contract of said property is enough as a proof). But since you didn’t respond, they send you a Grundsteuermessbescheid based on the (wrong) information they had.
The best way is to find that Grundsteuermessbetrag letter and call the number of the Finanzamt stated on it. Don’t call the city as everyone else suggested, because as it is stated in the hint on the bottom of this letter, they can’t change anything.
Call the number or go personally there and ask them what it’s about.
