Behind that little box are electrical lines that can be connected to any ordinary lamp you like which you also might need to attach to the ceiling.
If you are not familiar with these kind of things, ask for help.
You don’t just need a lightbulb, you need a whole lamp assembly. There is just a loose cable under this cap.
If you are unsure, ask an electrician or your landlord or Hausmeister or friend who knows better.
