Building insurance may vary between buildings of different age and type, so what your friend pays really doesnt matter here. Ask the landlord to see the bill to check if that’s really what they’re paying.
If the landlord estimated the Nebenkosten at 2100 and you’ve paid 2100, and this is for 1900, then that’s a good estimate.
