That’s the work of Alec Monopoly. He’s a well known street artist from Los Angeles. Looks like he was in Armenia recently. Cool
It’s just graffiti art. The money bags spell the artist’s graffiti name out and sometimes artists draw a character too. That’s really good work, pretty cool.
