      They’re building a public pool and so filling it up now.

      Could be just temporary, without knowing the whole project, it’s hard to say.

      My guess would be a temporary space to hold water before the water is continued to be discharge to local nearby stream or canal. This is often done if the contruction site is partly under water and that water needs to be temporarily removed to allow for foundation to be built upon.

      My 2 cents.

      Maybe the ground water level is so high that it leaks into the construction site and they stopped pumping it out during winter so it filled up.

      Could be to help concrete curing. With current temperatures curing concrete can be difficult. However a large mass of water will prevent the concrete to drop below zero

      Tldr:
      Its ground water, flooding the construction site. But its a planned flooding – they’re working underwater to create a water proof foundation, afterwards they’ll get rid of all that water.
      Only then can the road work begin.

      They are not filling it they expected to hit ground water combined with rain filled the construction area. I guess they are pumping water out and let it flow back in to create some flow to stop it from completely freezing over in cold weather.

      Basically, the bridge is so low that in the past trucks have got stuck under it. So they’re lowering the road, which means digging a big trench. However, the water table in the area is so high that the trench immediately fills up with water. So now they have to seal the trench with it still filled with water, and once that’s done they can pump the water out.

      You’ll notice that one of the hoardings advertises a company called HydroWork. They specialize in this kind of thing, and may even be using divers in actual diving suits.

      I guess the water you see being fed into it isn’t being pumped in in order to fill it up: it’s just a convenient place to allow excess water to drain. After all, the level in the trench can’t rise any higher than the water table actually is, so it doesn’t make any difference.

      They are not filling but merely pumping groundwater away from the sides in order to reduce stress on the sheet pile wall. Moosach has extremely high levels of groundwater, and the water basically came by itself. Once the concrete foundations are being poured, the Moosach Pool is pumped dry, making the need to pump any further groundwater unnecessary. In March, the construction should have progressed so far that they will start pumping the water out.
