Hard to tell what’s going on here without context. For all I know, the remaining locals are russian sympathizers. This is actually very common throughout the east.
FPV drone can easily divide them up. Seems their instinct is to scatter and each for their own.

Its so absurd that some people like lex Friedman talk about forgiveness. How can you just forgive after all of this? Russia has made forgiveness impossible for generations
Fly the drone closer to get a better look at the perps. Let HUR or OSINT volunteers identify the individuals, along with family members and place of residence. Send a “cease and desist” text on first breach, scooterize a family member or a friend in each subsequent case.
As for the unit commanders who let their men do this systematically, just skip the warning SMS.
Balaclavas / scarfs / face masks? No big deal, issue the warning to everyone in the unit and if they keep using human shields, it’s open season.
Appealing to Russian’s values doesn’t work, we just don’t share them. Guaranteed punishment is the only way.
