Yes, spunds like a known scam mostly targeting foreigners. The place you applied for normally does not exist, or rather, does not belong to the person you are talking to.
I read versions of the scam where they even had access to an appartment and give you the keys to it after you paid – just for the scammed person later to find out it was an AirBnB
Definitely 100% a scam. Why else would they ask for money up front not via bank transfer (where you could recall the money)

Stay away from it. Unfortunately I fell for it when I was in Germany for few months and had to immediately look for a new place to live. Due to stress caused by lack of time and being alone (and on top of that getting rejected by all house owners) I fell for it and lost money and I also sent photos of my ID like a complete dumbass…There’re no excuses for my lack of awareness though but yeah, hätte, hätte, Fahrradkette
