It´s normal the moment you become so aggrevated about misbehavior, that you no longer can ask nicely. Usually happens after 2-3 NICER letters. If people still do not learn you have this as result. (not saying this will help either, I just understand the outburst on a personal level)
Germans hate to cuddle people for their wrongdoings. If the wrongdoing would have ONLY an impact on said tenant, no one would care.

As normal as a pissed off Hausmeister can be. Doesn’t make his choice of words ok, it is pretty ableistic, but the people responsible for trash collection no longer picking up trash did something stupid of epic proportions, resulting in a super expensive hassle for the janitor, so being “I’ll kill these fuckers”-angry is justified.

Rudeness is one of the basic job requirements for becoming a German Hausmeister, so nothing new here.
Also, as others have already pointed out: this note is laminated, so it is 100% legit.
This also seems to imply that there were multiple situations and also that this was previously communicated, so a harsher tone is probably justified.
So, yeah, it’s normal.
