Who are the holdouts? It would seem that it would be a unanimous consensus.
It stands to reason that it should ONLY be the Ukrainians themselves who decide who they should talk to, when, and where. And that is if they are feeling charitable, because frankly, Russia deserves nothing but a reparations schedule and years of war crimes trials.
Ukraine and Russia. Anyone else are spectators!
