I’d say day trip is doable but depends on how early you plan to leave Ljubljana and what you want to do in Piran. The departure in Ljubljana is at central station and tends to be pretty accurate. I recommend you get there a bit early to get a seat on the bus. The website is legit and check departure times on the same website as well for the way back.
