Looks like there’s also asbestos
Not to defend dumping but the cost of getting rid of asbestos roofing is between €5000 to €10,000 for a small shed. They are relatively low risk and in the UK they can be disposed at in local bring centres. As long as there isn’t adequate disposal options, this kind of dumping will continue to happen
Concrete encased asbestos is extremely low risk.
I’m sure there are a few building sites they could check out handily enough without having to travel far.
You wouldn’t get that much out there without someone knowing something.
