Get the bills from the landlord and check if the consumption and the prices are correct.
Utilities are indeed higher in Germany than some other countries. Hausgeld is otfen 3-500 euro per month that covers some of most of the utilities. You didn’t say what time period this covers. If you have used the heating to put it to maximum (4-5 setting on radiator), it might be correct. You will find most Germans heat their homes at around 20C to avoid high bills.
